The Ministry of Road Transport & Highways (MoRTH) has announced the list of Institute of Driving Training and Research (IDTR) across six States, namely Bihar, Gujarat, Rajasthan, Tamil Nadu, Uttar Pradesh and West Bengal during the 15th Financial Commission period.
According to a communication from the Ministry, MoRTH will provide one time assistance of 100% of the capital investment subject to a maximum of INR 17.25 crore per IDTR, including INR 14 crore for civil construction, INR 0.75 crore for office and workshop equipment and INR 2.5 crore for vehicle simulator.
The scheme provides for releasing the financial assistance in instalments as per the physical progress of the work of the project. It provides for the release of an amount equal to 20% of the sanctioned central assistance as mobilisation advance, and subsequent instalments are released on receipt of the utilisation certificate and physical progress of work against the earlier instalment.
Meanwhile, the final instalment equal to 15% of the sanctioned financial assistance is released as a reimbursement after completion of the project and receipt of the utilisation certificate and closure report.
Interestingly, no matter of mis-utilisation of funds under the scheme has been reported to the Ministry.
Additionally, the Ministry has continued the scheme of setting up the Regional Driving Training Centre (RDTC) during the 15th Finance Commission cycle period with criteria of one RDTC per 2.50 crore population.
Under this scheme, MoRTH provides one-time assistance of 100% of the capital investment subject to a maximum of INR 5.50 crore for one RDTC. MoRTH has sanctioned six RDTCs and issued ‘in-principle’ approval for three other RDTCs under the scheme, the communication added.
